power steering rack Empty power steering rack

I was left with a 90 cressida that is pretty stripped down and i am trying to put the power steering rack back in but cant find the fourth bolt. it is the top drivers side bolt. it doesnt look like the other three bolts fit. does anybody happen to have a picture of it? or can describe what it looks like?

All 4 of the bolts are identical. The 4th bolt on the "top" driver's side goes in from beneath, through an access hole in the bottom of the cross member. The access hole is covered by a black plastic plug. I'm sure of this. I've had the entire cross member and steering rack out of the car for the past year working on an engine swap.
