Gauges issue Empty Gauges issue

I have a 92 Cressida the lights on my dash arnt working I checked the fuses there all good can't find a dimmer switch anyone had this issue I am missing something not sure what is suppose to be next steering wheel I have a connection there just hanging

on the left side? that would be your dimmer switch.
